In November 2025, the Cabinet of Ministers of Ukraine published Resolution No. 1412, which approved a list of countries eligible for dual citizenship in Ukraine. The dual citizenship rule in Ukraine will apply in both directions: both to foreigners who obtain Ukrainian citizenship and to Ukrainian citizens who acquire the citizenship of a country included in the approved list.
The selection of countries included in the approved list was based on two main criteria:
- the size of the Ukrainian diaspora in the country;
- the level of partnership and support for Ukraine during the war.
The initial list of countries is relatively short.
The list of countries for which dual citizenship in Ukraine is available includes:
- Canada
- Germany
- Poland
- United States
- Czech Republic
It should be noted that the list will be gradually expanded following proper discussion and alignment of legal procedures. It is expected that, over time, all EU countries and the G7 will be included. The purpose of adopting the Ukrainian law allowing dual citizenship is to enable descendants of Ukrainians, as well as citizens of friendly countries, to become full members of Ukrainian society and economy.
Please note that the updated Law of Ukraine “On Citizenship of Ukraine” will enter into force on January 16, 2026. All applicants from the approved list of countries who submit their documents from this date onward will have the right not to renounce their previous citizenship, but instead to submit a declaration recognizing themselves as citizens of Ukraine. An additional requirement will also be introduced: all foreign nationals will be required to pass exams in the Ukrainian language, history, and the fundamentals of the Constitution of Ukraine before submitting their documents. The only exception will apply to military personnel, who will be allowed to take the exams within two years after obtaining citizenship.
Conclusions
The approved list of countries for dual citizenship in Ukraine signals a shift in the state’s approach to citizenship and Ukraine’s openness to closer integration with its partners and diaspora. Even a limited initial list represents a significant step after years of discussion.
