We often receive inquiries about whether it is possible to obtain citizenship and PR in Ukraine for Russians in 2025. The short answer is yes, but since 2022, restrictions have been periodically introduced regarding the acceptable grounds for obtaining these statuses. As a result, the number of individuals eligible for Ukrainian citizenship and permanent residence continues to shrink. In this article, we provide up-to-date information on who among Russian citizens can apply for citizenship or permanent residence in Ukraine.
The possibility of obtaining citizenship, permanent, or temporary residence for Russians during martial law in Ukraine is regulated by the Resolution of the Cabinet of Ministers of Ukraine “On Certain Issues of Providing Public Services by the State Migration Service under Martial Law” and the Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Legal Status of Foreigners and Stateless Persons Participating in the Defense of Ukraine’s Territorial Integrity and Inviolability”.
Obtaining Ukrainian Citizenship for Russians in 2025
At the beginning of the war, the law did not impose bans or restrictions on applying for Ukrainian citizenship. However, in August 2024, the Law suspended the acceptance and review of applications for Ukrainian citizenship. This restriction will remain in place until martial law is lifted and for 12 months afterward.
Despite the general ban, certain categories of individuals can still apply for Ukrainian citizenship:
- Individuals with outstanding contributions to Ukraine or whose naturalization is in Ukraine’s national interest, as well as their spouses.
- Foreigners who have served in the Armed Forces of Ukraine (AFU), the State Special Transport Service, or the National Guard of Ukraine under a contract, as well as their spouses.
- Individuals who have obtained a temporary residence permit under Article 4, Part 24 of the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons”, as well as their spouses. This includes individuals who have provided military, technical, medical, or other assistance to AFU units, the National Guard, territorial defense forces, or volunteer formations in combat zones for at least six months.
- Minor children who qualify for Ukrainian citizenship.
