Ukraine has announced the launch of an innovative service – online Marriage Online via «Diia». On March 29, the Government adopted the relevant resolution No. 345. Now, couples can register their marriage with just a few clicks directly from their smartphones. Let’s delve into the details of marriage online via «Diia».
Before this, «Diia» users only had access to the service of submitting an application for marriage registration. The actual marriage procedure requires the physical presence of the couple.
We have gathered the key features of marriage online via «Diia»
- Optionally, you can propose to your partner through “Diia”, and they will have 14 days to respond.
- The earliest date for marriage registration is 5 days after submitting the application.
- The ceremony can be canceled anytime before it starts, and a new application can be submitted within a day.
- The marriage ceremony will take place via video conference in “Diya,” with the presence of a civil registration officer, the couple, and other guests whom the couple can invite to the conference.
- After saying “Yes” to each other, information about the marriage will appear in their «Diia» applications within 24 hours.
- Paper certificates can be delivered by mail throughout Ukraine.
When can you use the marriage online via «Diia» service?
First, the Ministry of Justice needs to ensure the technical capabilities for the project’s implementation. The government has set a preparation period of 4 months. Therefore, we expect the first online marriage ceremonies to take place by the end of July 2024.
Who can use the service?
Currently, it’s available to Ukrainian citizens who intend to register their marriage and have reached 18 years old by the date of state registration of marriage. They need to have a tax identification number (TIN) and an ID passport or a biometric foreign passport issued by the Unified State Demographic Register.
Foreigners cannot currently use the marriage online service via “Diia”. We expect that later, the scope will expand to include those with a biometric residence permit registered in “Diia”.
The Resolution specifies that the experimental project of online marriage via «Diia» will operate for two years. The project will be coordinated by the Ministry of Justice and the Ministry of Digital Transformation. Based on the results, a decision will be made on whether this service will remain available for Ukrainians in the future.
