A residence permit based on employment in Ukraine is an official document issued to foreign citizens and stateless persons who arrived in Ukraine for the purpose of official employment, either based on a work permit or a gig contract.
The residence permit based on employment is issued for the duration of the work permit or gig contract, but not longer than 2 years. If there are grounds, the permit can be extended an unlimited number of times.

Process of Obtaining a Residence Permit Based on Employment
The process of obtaining a residence permit based on employment in Ukraine is quite complex and involves several stages, which we will briefly outline below. For a successful process, it’s recommended to seek professional legal assistance.
1. Obtaining a Work Permit for a Foreigner
To obtain a work permit, you need to contact the employment center. The applicant is always the employer company. The document is issued in the company’s name and is its property. The work permit specifies the foreign employee’s details, position, and the duration of the permit.
It’s important to remember that the work permit only allows the foreigner to work in that specific company. If the foreigner intends to change their workplace or even position within the same company, the permit must be reissued.
We handle the entire process of obtaining the permit. Typically, the document is issued within one working week.
2. Obtaining a D-04 Visa for Ukraine
A D-type visa is a mandatory step in obtaining a residence permit in almost all cases. Citizens of European countries and first-world countries, such as the USA, Canada, and others, must also obtain a D visa, despite visa-free entry for personal purposes.
The D visa is a multiple-entry visa valid for 90 days. After receiving the visa, you must contact the territorial office of the Ukrainian Migration Service no later than 15 working days before the visa expires.
At this stage, we help gather the required documents, register for document submission at a Ukrainian consulate abroad, and guide you on the next steps.
3. Obtaining a Tax Number
Since the foreigner intends to work in Ukraine and will receive a salary and pay taxes, they need to obtain a tax number in Ukraine. Employment without registering a tax number is impossible.
We will assist in obtaining the document within just a few days.
4. Notifying the Employment Center about Employment
According to the “Employment of the Population” law, the employer is obligated to notify the employment center that the employee has begun working.
This step can be done either before or after applying for a residence permit, but it’s essential to follow the deadlines:
- The deadline for employment after receiving the work permit is 90 calendar days;
- The deadline for notifying about the foreigner’s employment is 10 calendar days from the employment date.
It’s crucial to adhere to these deadlines, otherwise, documents may be annulled, and the process will have to be restarted.
We will ensure that the employment deadlines are met, and all notifications are submitted on time.
5. Submitting Documents for Residence Permit
Once the visa is obtained, documents for the residence permit can be submitted. We usually recommend not delaying this step, as missing the submission deadline will require reapplying for the visa.
At this stage, we prepare all the necessary documents and assist you with submitting them to the territorial office of the State Migration Service of Ukraine.
The residence permit will be issued within 15 working days. The document must be submitted and received in person, as it is biometric and requires fingerprinting.
6. Registration of Residence in Ukraine
Registration of residence is the final step in obtaining the residence permit, regardless of the basis for the permit. You have 30 calendar days from the date of issuance of the permit to complete this action. It’s important to note that the deadline is counted from the date indicated in the document. If for any reason you receive the document later than expected and realize you cannot register on time, it’s essential to obtain an additional document confirming the actual issuance date.
If needed, we help with finding accommodation for registration and accompany you when submitting documents to the CNAP.
